To be fair when you are restricted by antiquated administrative rules and legislation and obligated to make use of existing obsolete infrastructure you dont have a lot of options - Federal Government needs to consider the restrictions placed on the implimentors of these wonderful progressive reforms - but then Implimentation is something the Commonwealth is particularly bad at.
